11 Year Old Arkansas Boy Dead From 4 Wheeler Accident

This is a growing concern as we're seeing more and more of these types of accidents across the country. Very sad.

Kids operate all kinds of motorized vehicles, not just these, however, this will inevitably bring up the issue once again. If not on private property, should there be stiffer penalties for age violations of these 3 and 4 wheelers? Yes or no? Your thoughts?
